“人才带技术、技术变项目、项目融资金、实现产业化”，杭州高新区（滨江）坚持创新驱动，形成了人才链带动创新链、创新链带动产业链的创新生态。

Talents bring advanced technology, which turns into technology projects. These projects attract more funds, then industrialization can be achieved in the end. Hangzhou High-tech Zone (Binjiang) insists on innovation-driven development, forming an innovative ecology where chain of talents promotes innovation chains and innovation chain drives industry chains.

ATTRACT INNOVATIVE TALENTS

杭州高新区（滨江）围绕建设“全球人才蓄水池”目标，出台“人才新政30条”，不断推进人才安居改革。每年引进人才超过3万人，硕博士占比达26%，人才总量中一半以上都是研发工程技术型人才。近三年来，推出5300余套人才房，惠及500多家企业、9000多名人才，供给量、受益面均居全省第一。

Centered on building the “Global Talent Reservoir”, Hangzhou High-tech Zone (Binjiang) issues “30 New Talent Policies”, constantly carrying out housing reform for them. It attracts more than 30,000 talents per year, among which people holding master or doctor degree account for 26% and more than half of the total talents specialize in R&D and engineering. It has provided over 5,300 apartments in the past three years and benefited more than 500 companies and 9,000 talents, ranking the first in Zhejiang province in both supply and coverage.

INTELLECTUAL PROPERTY SERVICE

杭州高新区（滨江）获批建设全省首个国家知识产权服务业聚集发展示范区，启用全省首个“全门类、一站式、全链条”的知识产权综合服务中心，成立全国首个物联网产业知识产权联盟，深化“知识产权一件事”改革，打造知识产权生态最优区。

Hangzhou High-tech Zone (Binjiang) was approved to build the first National Intellectual Property Service Cluster Demonstration Area in Zhejiang province, opening the first Intellectual Property Comprehensive Service Center covering extensive fields and complete chain with just one-stop in Zhejiang province. It also established the first IOT Industry Intellectual Property Alliance in the country, deepening reform of solving intellectual property in one time, in order to build the best intellectual property ecology.
